EBRD: Review and Benchmarking of PR7 (Indigenous Peoples)

Background

Plexus was contracted by EBRD to review and benchmark its Indigenous Peoples Standard (PR7). The project was part of the Bank’s update of its Environmental and Social Policy (ESP).

Deliverables

Plexus carried out a detailed review of PR7 and benchmarked it against the standards of other multilateral development banks, including the World Bank, IFC, ADB, IDB, EIB and a range of export credit agencies. We reviewed in particular the World Bank’s new Environmental and Social Framework and emerging trends in the area of Free Prior informed Consent (FPIC).

Outcomes

The review informed EBRD’s ESP update process and demonstrated that while PR7 was broadly in line with other multilateral development bank standards, there were some areas in need of adjustment and updating to bring EBRD in line with emerging trends in the area of FPIC and related areas. As part of this, Plexus made actionable recommendations to EBRD regarding the update and revision of PR7 .
